Issue Summary

In some instances, users are noticing that there are two custom fields named "Category". Both fields are locked and cannot be deleted.

Expected Results

There should not be two locked custom fields called Category.

Actual Results

Some instances show two locked custom fields called Category.

Steps to Reproduce

Visit https://<site name>.atlassian.net/secure/admin/ViewCustomFields.jspa?page=1&searchFilter=category and observe the duplicate locked Category fields:

Currently there is no known workaround for this behavior. A workaround will be added here when available
