Flag value is set to an option that is 'disabled' in the custom field configuration

If you have multiple options for your Flagged field, and the first one is 'disabled', then when you flag an issue it should use the first non-disabled option.

Make sure that the detection of valid options (when checking to see if flagging can be done at all) also checks for enabled options instead of just any options existing.
