Permission checking in GreenHopper.jspa is too aggressive

1. set GH configuration to only be enabled for a single project
2. Remove browse permission for that project for the current user (or all users)

Result: when clicking the Agile tab, the user is redirected to the Welcome page every time instead of going to their previous board.

This is because we first check to see if the user has permission for any of the GH enabled projects (Classic!!) and if they don't we redirect to getting started.

The fix is to do this check later on and let them try to go to a Rapid board if they have one stored.
