Greenhopper requires Epic fields even if unlicensed

    Description

      If Greenhopper is enabled in an instance, but not licensed, it will still add Epic Name as required to epic issue type.

      If the Epic issue type has been removed and new issues types have been made, this will cause the Epic Name to be required whatever new issue type has the same ID as the old Epic Issue. (See GHS-6927).

      In OnDemand Greenhopper comes bundled and enabled by default, but not licensed, making this scenario possible.
