As a Product Owner
I want to speculate improvements in velocity on the version report
So that I can gather some understanding on how changes in velocity impact the projected release dates for my product

I'd like to be able to manipulate the factor used when calculating the optimistic/pessimistic dates, possibly introducing assumed improvements in velocity based on changes in my team dynamics, or recommendations from the team itself.

I'd also like to be able to understand the impact of possible doubling up teams on the project, effectively increasing velocity by say 75% after an initial drop in productive output during team rampup.
