"Complete Sprint" permissions are being calculated based on potential issues and not actual issues in the sprint

The filters for my boards all look like this:

category = Development AND "Sprint Team" = Rocket OR ORDER BY Rank ASC

The problem I have is that even if all issues in the current sprint are from projects where the sprint manager has the Project Administrator role, the Complete Sprint button would still be inactive because there is a single project in the Development category that does not have every sprint manager in the Project Administrator role. Hence none of my sprint managers would be able to complete a sprint unless I kick the additional project out or give my sprint managers administrator permissions for that project.

The Complete Sprint permission should only look at the permission scheme of those projects that actually issues appear on the board for and not at all projects in the category Development.
