GreenHopper Requires Full Re-Index After Installation

Steps to Reproduce:

1. Install GreenHopper on to a JIRA instance with existing issues
2. Create a board and try to access it. It will fail with the error "Scrum boards are currently unavailable. An administrator must perform a re-index before you can use Scrum board functionality" which is expected
3. Perform a background re-index

Expected Results:

1. GreenHopper starts working normal.

Actual Results:

1. GreenHopper continues to give the same above error.

Workaround

1. Do a full re-index (which will lock JIRA during indexing)
