Velocity chart cannot be displayed for specific project

      "no issues present in sprint to generate scope change model" message appears when trying to open 'Velocity chart' report on the specific project. All other projects work fine. As comment suggests, it might happen due to the duplicate sprint name. I didn't have chance to check whether it is true or not.
