This is a strange one. Have not tried to repro on other browsers yet – but definitely does not happen in Chrome.

1. Select the "issues without epics" filter
2. Select two issues
3. Do a few right-click context actions that do not refresh the board - i.e. just simple ranking operations
4. Eventually the right click menu will not appear near the issues any more, but in the top left
