On Plan Mode, bugs (which do not have story points) are not listed as unestimated, because they are not estimate-able.

On Report Mode, they are treated as unestimated.

We need to be consistent with this categorisation. I personally think we should include bugs, or any issue that cannot have an estimate which is configured for the board, to be counted as "estimated" instead of "unestimated".
