Lack of valid epic query parameter in browser address bar should force Report to insert a query parameter

      For example, if you navigate to this URL:

      http://localhost:2990/jira/secure/RapidBoard.jspa?rapidView=41&view=reporting&chart=epicReport

      Or this:

      http://localhost:2990/jira/secure/RapidBoard.jspa?rapidView=41&view=reporting&chart=epicReport&epic=XXXXINVALID

      What I expected to happen was for the Epic Report to:

      1. Choose the last Epic used to display, or the first in the list if there is no last epic
      2. Rewrite the URL to include that Epic

      This does happen with the Sprint Report. (Though the Sprint Report has some different logic about which sprint to display if there is not a valid one in the URL.)
