Steps to reproduce:

Revoke 'Schedule Permission' from the user.
Go to GH board in 'Work' mode.
Select any take there.
Press 'E' on your keyboard => 'Edit Issue' will popup.
Edit anything and click on 'Update'.
The issue now is not draggable unless you refresh the page.

Also occurs when the user does have Schedule Permission, if the board is not ranked (no ORDER BY Rank).
