Large Planning Boards never load nor timeout if JIRA is in time zone America/Bogota

While using JIRA with TimeZone set to America/Bogota (either system timezone or the JVM timezone), Planning Boards with greater than ~900 issues never render, and instead send org.joda.time.tz.CachedDate.TimeZone.getOffset into what appears to be an infinite loop.

No timeout is triggered at either server or browser, so the page neither loads nor fails to load.

            Hi ymgonzalezol96,

Thanks for contacting us. Giving this a quick look over there's no obvious misconfiguration with your service properties there, and we'd need to look into your log files and ask you a few more troubleshooting questions to know what's really going on there. In order to help us with this could you please log a support ticket at https://getsupport.atlassian.com and reference this ticket for context so that we have the right background information for your problem here.

            Cheers,

            Hi John

I have installed Jira Service desk 3.10 started with Windows Service, I perform the configuration you said previously , but , when restarting , the same error comes out.

How could I give a definitive solution to the error?

As a workaround, please add the following JVM argument to your setenv.sh/setenv.bat in the JVM_SUPPORT_RECOMMENDED_ARGS section:

            -Duser.timezone=COT

Additionally, this issue is not seen in JIRA 5.0 or later, nor GreenHopper 5.9 or later, so an upgrade is the resolution.
