Query Result Limit gives preference to rank regardless of swimlane order

      Steps to reproduce:

      1. Create a board with no swimlanes and 5 issues
      2. Rank the issues in a known order
      3. Create a swimlane which places the bottom ranked issue at the top of the board (e.g. by issue type or priority)
      4. Using GH Admin Config setting, set Query Result Limit to '1'
      5. Reload board

      The first issue in the 'Everything Else' swimlane will be shown, instead of the issue which is in the top-most swimlane.

      You could argue that this is not a bug, but it seems counter-intuitive.
