Using GH 6.0.2 I was able to notice that users who don't belong to the "JIRA Administrators" group are not able to change a Board owner, even though they're the current owner of the board.
Tried adding Project Permissions and Global Permissions and I was able to change the owner only after adding the user to the "JIRA Administrator" Global Permission.
