User can't create project and board at Getting Started page

User can't create project and board in JIRA at Getting Started page. However, create board through existing board from Tools > Create Board using existing project seems working fine.

The group was assigned to JIRA Administrators permission and Create Shared Objects Permission. However, users are able to create filter and share the filter.

Culprit:
The missing of user groups in the Browse Project permission in default permission scheme which thrown the similar error message as missing of Create Shared Object permission. Greenhopper may need to thrown a correct error message which may help user to understand the missing permission better.
