Non-project administrators get 'weird behaviour' with Scrum Plan Mode when trying to plan a sprint

    Description

      Steps:

      1. Log in as a user who is not a project administrator
      2. Go to a Scrum Rapid Board's Plan Mode
      3. Put some issues into the sprint
      4. Try to start the sprint:
        You receive an error saying you cannot because you don't have permissions. (this is good)
      5. The Start Sprint button is now disabled
      6. If you try to move the Sprint Marker, when you 'drop', it disappears
      7. Reloading the page makes the sprint marker return

          Suggestion - JSWSERVER-4336 If a user does not have permission to start a sprint, do not allow them to do so on Plan Mode.
