Column limits (Kanban WIP limit) should be defined on a per-context basis

Hello,

Since the GreenHopper context determine which issues are displayed, column limits should also be defined per context in order to be coherent.
We want to limit the number of issues in the "In Progress" column (Kanban WIP limit), but it is currently not possible since the number of issues will vary from one context to another.
