Insufficient permissions checks when scheduling an issue using the Planning Board

Issue reporter can schedule issue (set fix version) if he has Edit Issues permission. He should only be allowed to set fix version if he has Resolve Issues, which says "Ability to resolve and reopen issues. This includes the ability to set a fix version."

The steps to reproduce this:

1. Create a new user;
2. Login into JIRA using the user created in the step 1;
3. Create an issue;
4. Now click on Go To Planning Board (in the left panel);
5. Wait while the Planning Board is open;
6. Now drag and drop the selected issue to a version available;
7. Check the issue details for the field "Fix-For Version(s)".
