Currently, board creation in Jira Data Center is governed at a higher/global level, which means any user with access can create boards that reference a project.

Project administrators have no granular way to restrict who can create boards associated with their project.

Proposed Solution
Introduce a project-level “Create Boards” permission (similar to existing project permissions), so that:

• Project admins can decide which roles/groups can create boards for their project

• Global admins can delegate board governance to project admins without completely opening or locking down board creation

• Organizations can better enforce standards around board usage, naming and configuration
