Allow end users to manage sprints and other JSW resources using OAuth over REST API

      Currently, when end users try to manage Jira software resources using OAuth, they get a message stating they don't have permission to do so.
      Only Jira Admins and System admins are able to do so.

      As we can see in Jira REST API documentation, it states "Forge and OAuth2 apps cannot access this REST resource."

      It would be useful for end users to be able to use these endpoints authenticating with OAuth.
