Update Microsoft Teams for Jira App to be compatible with Jira 11.3.1

      Update the Microsoft Teams for Jira marketplace listing to include compatibility for Jira 11.3.1

      At the current time, Release 2025.09.25 is the latest and only lists compatibility for Jira Data Center 11.2.1

       

      This is very similar to JSWSERVER-25931 with version 9.15.
