Issue Summary
The focus indicator for the "Create board" control fails to meet the minimum contrast ratio requirement.

Steps to Reproduce
- Open the Jira DC instance.
- Navigate to the header section and activate the "Boards" link.
- Within the side navigation panel, locate and expand the Board selector.
- Using the keyboard arrow keys navigate to the "Create board" control.
- Use any color contrast testing tool to check the color contrast.
- Observe that the color contrast between the focus indicator and the adjacent color is insufficient.

Actual Results
The "Create board" control within the expandable Board selector of the side navigation with foreground #F1F2F4 focus indicator color has an insufficient contrast ratio of 1.1:1 against the #FFFFFF background.
This will make it difficult for people with low vision and color blindness to identify the focus indicator for the user interface controls that have insufficient contrast.
Expected Results
The contrast ratio between the foreground color of the focus indicator and its background color should be sufficient.
Apply the following changes ->
- Ensure that color contrast of focus indicator is at least 3:1 against adjacent colors (foreground and background).
- Use a solid outline that meets or exceeds the 3:1 ratio against the control’s background.
- Make the outline at least 2px thick for clear visibility.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
