Problem

When number of users under "Who can edit this filter" section is a lot to fit to Filter Details window i.e 30+ users , filter owner or admin cannot select Edit permission and the below selections in Jira UI. Because of the window size, After adding more than 30 users to edit filter permissions bottom part cuts off and becomes invisible.

Environment

Tested in Jira DC 9.12.22 & 10.3.8

Steps to Reproduce

1. Create a new filter from Issues/Search/ Save as the filter by giving a name
2. Create some users as bulk
3. Select the Filter/Details/Edit permissions
4. From Edit Current Filter screen add more than 30 users from "Add Editors"

Expected Results

Filter details should allow scroll down and we should see edit permissions and the rest of the fields

Actual Results

Adding 30 or more users to a shared filter causes the screen cuts off. Because of the window size or a some limit, After adding more than 30 users to edit filter permissions bottom part becomes invisible.

Workaround

Workaround putting all users to share into a group and share the group. So creating a new user group for these users and give a filter edit permission to a group will help
