Issue Summary

This suggestion request is to make Jira users searchable with email addresses in user picker fields like reporter, assignee etc.
Currently, it is only possible to search with name or user id.

It would make sense to allow the ability to search users with email addresses as well. We also have this capability available for Request participants fields (JSM). JSM customers can just be email addresses and hence those customers are searchable even in Jira user picker fields with just email addresses.
