Problem Definition

Users with the appropriate permissions (project admins) can edit the "Fixed Version" and "Affected Version" fields on the issue view screen. They also have the option to add a new version directly from that interface. However, this behaviour can lead to the accidental creation of new release versions if a user makes a typo while entering the release version and hits enter.

Suggested Solution

We should either have an option to disable the new version creation from the issue view page.
