Any user with plan access can create a shared team

      Issue Summary

      As described in Permissions in Advanced Roadmaps, the shared team management permission:

      Users with this permission can access global team management and edit teams that are shared across plans.

      Users without this permission are able to create shared teams, though, by creating private teams and sharing them, following the instructions from Teams in Advanced Roadmaps.

      Steps to Reproduce

      1. Log in with a user without the Advanced Roadmaps shared team management permission;
      2. Navigate to a plan;
      3. Click the Teams tab;
      4. Click + Add team and create the private team;
      5. On the top right click the Review changes button and save the changes;
      6. Back in the Teams tab, click the "..." menu and click Share

      Expected Results

      The user that doesn't have the shared team management permission shouldn't see the option or should get an error.

      Actual Results

      The team is converted to a shared team.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
