Tooltip encoding problem when hovering over Assignee avatar on Kanban & Scrum Board cards

      Issue Summary

      When a user's full name contains an apostrophe (e.g., O'Brien), the tooltip displayed upon hovering over the assignee avatar on the Kanban or Scrum board card, incorrectly renders the apostrophe as a special character or encoding artifact instead of displaying it properly.

      Steps to Reproduce

      1. Create a new user and set the full name as O'Brien
      2. Create a new Project of type Scrum or Kanban and a board
      3. Assign 1 case in the board to the new user
      4. Hover over the avatar of the new Asignee

      Bug found in versions:
      Jira SW v10.6.0 - Latest version available
      Jira SW v10.3.3
      Jira SW v9.12.23
      Jira SW v9.5.X- We suspect it was introduced since this version.

      Not found in:
      Jira SW v9.4.30

      Expected Results

      The tooltip should display the full name as "Assignee: O'Brien"

      Actual Results

      The tooltip shows a wrong encoding as: "Assignee: O'Brien"

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
