Make 'Private' Teams selectable during Create and Edit of an Jira issue within a Jira Project

      Jira Data Center v10.3.4 + 10.000 users + for multiple organizations in one instance

      Jira Custom field 'Team', which is part of the 'Advanced Roadmaps' functionality, should display the available 'Private Teams'. Currently it only display all available 'Shared Teams'.

      It should display the values of the 'Private Teams' within the Create and Edit of Jira Issues for Jira Projects which are part of "Issue Sources" of the Plan.

      The default values should be the 'Private Teams' and for know the 'Shared Teams' should only be visible when the checkbox "show all" is selected.

      This is almost the same implementation as done by the 'Sprint' selection field.

      A further improvement could be limiting the creation of 'Shared Teams' to the level of a 'Program' instead of a 'Plan'.

      There is another Jira issue stating the creation of shared teams within Advanced Roadmap should be configurable (enable | disable) by the system administration. JSWSERVER-26099
