Add a filter for empty component in Plans

      Issue Summary

      This is reproducible on Data Center: (yes)

      In Plans it is not possible to filter on empty values in Component.

      In a releases system field, there is a no release option:

      Suggestions

      It would be nice to have this option for Component as well.
