Allow for the ability to specific a separate URL from the Base URL that the DVCS Connector will use in the webhook creation

      There are situations in which internal users will access Jira via the base URL configured within Jira, but external systems (such as VCS or other 3rd party services) will access Jira from a different URL. While other APIs the connection URL can be configured in most cases, the DVCS integration will attempt to use the base URL when creating the webhooks in Github for example. It would be helpful to be able to specify a different URL for Github to use and the integration would create the webhooks using that callback URL rather than the base URL.

      Allowing this configuration would prevent the need to go and manually modify the webhook URLs individually within Github after the integration is initially configured.
