Issue Summary

Heading structure is found to be inappropriate on the page.

Note-This issue is also observed on "Backlog" page please refer screenshot2.

Steps to Reproduce

1. Navigate to “Boards” menu pop-up link and activate it.
2. Navigate to “Scrum” link and activate it.
3. Navigate to “Report” link present in Side navigation and activate it.
4. Navigate to "Average Age Report" link and activate it.
5. Navigate to the mentioned instance and inspect their code.
6. Observe that the mentioned instance use inappropriate heading level.

Actual Result

The text such as "Report: Average Age Report" is marked as <h1> and text such as "Project: Scrum" is marked as <h3> which does not matches the visual hierarchy on the page. As a result, screen reader users found it difficult to understand the page's content structure.

Expected Result

The heading levels should correctly convey the relationship between the headings, such as the parent-child relationship between the headings. Provide appropriate heading levels to the mentioned heading text, such as <h1>, <h2>, <h3>, and so on as it a modal pop-up it should be marked with <h2>.
