Issue Summary

This is reproducible on Data Center: (yes)

When using a workflow transition from a DVCS integration, the issue history can show as being performed by a user who is inactive in Jira

Steps to Reproduce

1. Link an issue with a branch on a git using a normal user
2. Inactivate the user on Jira
3. Perform a merge on the branch 
4. The inactive user is pointed as the author/actor of the merge on Jira

Expected Results

The inactive user is not the actor/author of the pull request.

Actual Results

The inactive user is appointed as the author/actor of the transition:

 However, the transition is correct on the activity tab:

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
