Problem

In order for users to see or browse users when using a User-Picker Custom Field, the "Browse Users" global permission must be granted, but this allows users to see/select All users, which is challenging in multi-tenant environments.

Please note that users can still add any other user by typing the username exactly as configured in Jira.

Suggested Solution

Allow users to see all users on the same project without granting "Browse Users" global permission

Why This Is Important

It allows customers to limit access to an unnecessary list of users, and it limits the chances of picking the wrong user.
