Issue Summary

This is reproducible on Data Center: yes 9.15.2

not reproduceable on 9.14.1 or 9.12.8

Steps to Reproduce

1. Create a scrum board
2. create 20+ epics (enough for there to be more epics than can be shown without scrolling on the epic list)
3. Click and Drag an epic on the list to rearrange it

Expected Results

The epic will be selected, and allow the user to drag it up or down

Actual Results

The epic is selected, but the position on the epic list gets scrolled to the bottom before allowing the user to move it up or down on the list

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
