Better scaling for "AO_E8B6CC_MESSAGE_TAG" table

      Problem Definition:

      At the moment, the limit for this table "ID" column is 2147483647 due to its INT data type. But, due to the amount of operation that will create a new row into the table, the bigger the Repositories that are connected through DVCS the ID will soon reach its limit and the effect of this will be the DVCS Sync to be not possible.

      Suggested Solution:

      Several suggestions that I could provide is to:

      1. Change the Column ID Data Type to BIGINT to hold a bigger amount of Rows.
      2. There is a cleaning job that will remove older rows so it could be used again.

            Hey there,

            Due to this BUG every once a while Jira GIT integration brakes causing us time lost and developers don't  trust this integration anymore.

            We also need to schedule down time for Jira which is very disturbing.

            In addition in case GHS-134388 we discovered that the export jira to xml backup fails and looks like this BUG was the root cause.

            As mention this is going on for quite a while and I really like to get this fix ASAP.
