Make the columns configurable for the Issue view Details section

Issue view details sections may waste a lot of space when the custom field values are short. When the custom field value is long, no space is wasted and all is good. But when the custom field values are short, due to the one column being used for the values section, lots of space is wasted. Making the custom field view part configurable columns, users can create their own issue view design or just use the same two columns as the standard fields above using the issue view efficiently.
