Wrong link under board config for Simplified Workflow

Issue Summary

For board config under the column section the link to "Contact an Administrator" takes to HTTP 405 Method Not allowed.

The message is as follows for a board:
Simplify the workflow for project KANBAN1 to make it managed by Jira Software. This will allow Project Administrators to add and remove statuses below.Learn more about Software Simplified Workflow
Contact an administrator to perform this action.

This is reproducible on the Data Center: yes

Steps to Reproduce

1. Install Jira 9.5 or 9.12.5
2. Create a project and edit the workflow to make it complex
3. Create a new user and give this user project admin permissions as well as board admin
4. No login with this user go to board config and switch to the column tab
5. Click on the link "Contact an administrator" and it takes you to the wrong page.
6. The page link is directed to <Jira_base_url>/secure/ContactAdministrators.jspa which ends up to Method Not Allowed error
