Issue Summary

This is reproducible on Data Center: (yes) / (no)

Manage apps -> The App usage page has a broken style of the Jira toolbar at the top (all white instead of blue).

Steps to Reproduce

1. Go to Manage apps -> App usage page

Expected Results

The top header (Dashboards, Projects, Issues...) is blue, as is everywhere.

Actual Results

It is white.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
