Attachment section is hidden in the issue detail view

Issue Summary

The attachment section in the Issue detail view is hidden due to the scrollbar on the right side does not allow to scroll further down.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Setup a new Jira Software 9.13.0
2. Create a new scrum project with sample issues.
3. Navigate to Active Sprints tab and click subtask issue (e.g SCRUM-11) to open the issue detail view on the left side bar.
4. Scroll further down until you hit the scroll bar limit and you can see the Attachment section is hidden:

Expected Results

All required issue details information should be shown in the issue detail view via Active Sprints.

Actual Results

The attachment section is hidden after the user opens the issue detail view via Active Sprints.

Workaround

• Open the issue detail view from the Backlog view.
• Right-click to open the issue in a new tab to see the issue details.

Notes

• The bug is reproducible in all type of browsers such as Chrome, Firefox and Microsoft Edge.
• The bug can be reproduced consistently with the subtask issue type.
• For customer scenario, the bug can be reproduced in other issue type such as Story.
• The bug is not reproducible in Jira 8.22.6 version.
