Issue Summary
On the "Refine Issues Displayed" page, the instruction explaining the meaning of the asterisk symbol is missing.
Steps to Reproduce
- Open the "Refine Issues Displayed" page.
- Observe that some form field label has an asterisk
. - Observe that the meaning of "*" is not provided visually.

Actual Results
Although an asterisk is provided for the "Exclude any completed issues after" mandatory field, the instruction stating the meaning of the asterisk is not provided. As a result, learning-impaired users will not be able to understand which fields are mandatory.
Expected Results
Clear and descriptive instructions should be used to convey the meaning of the symbol. In this case, make sure that the meaning of the asterisks is explained and placed before the field. Make sure that the instructions are visible and permanent.
