Issue Summary
On the “Delete Plan” modal dialog, when users try to dismiss the dialog by activating the “Cancel” button the focus moves inappropriately to the top of the page.
Steps to Reproduce
- Open the "View Plan" page.
- Navigate and activate the "More actions" ("...") button.
- Navigate and activate the "Delete" button.
- Observe that a modal dialog appears on the page.
- Using just a keyboard, dismiss the new content by activating the “Cancel” button.
- Observe that the focus does not return to the element that triggered the content.

Actual Results
When the “Cancel” button is activated to close the “Delete Plan” modal dialog, the focus does not return to the parent triggering the “More actions” button. Instead, it moves to the top of the page. This illogical focus order might make the page difficult to understand for the keyboard and screen reader users.
Expected Results
When the triggering element is not available, then make sure that the focus returns to the parent element that triggered the content. In this scenario, make sure that when the user dismisses the new content, the focus returns to the parent “More actions” button. This can be done with the “focus” method.
