enable issue ordering from the task board

as a user of the task board
i'd like to be able to drag/drop the order of tasks within a column
so I can easily set the priority without having to go to the planning board.

I can do this now, by going to the planning board, re-ordering, then going back to the task board, but this seems inefficient
