Issue Summary
Within the delete plan modal on activating the cancel button focus moves inappropriately to the top of the page.
Steps to Reproduce
- Open the "Accessibility Assessment - Roadmaps" page.
- Navigate to the settings button and activate it.
- Verify a pop-up menu appears and then activate the delete button from the menu.
- Verify delete plan modal gets added on the page.
- Now go to the cancel button and activate it.
- Verify that the focus moves to the top of the page.

Actual Results
Focus moves inappropriately to the top of the page instead of moving on the triggering "delete" button when the user close the modal dialog,
As a result, keyboard-only and screen reader users will have to navigate the screen content again before accessing the content which is after the triggering button.
Expected Results
When the user closes the modal dialog, the keyboard focus should move to the triggering element i.e. "Delete button".
Ensure that the keyboard focus moves the triggering element when the modal dialogue is closed which can be achieved via the JavaScript focus() method.
Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available
