Issue Summary
On the Create Plan Wizard page, the focus moves inappropriately when the "What would you like to create?" modal opens.
Steps to Reproduce
- Navigate to the header and activate the plans
- Using a screen reader or keyboard, activate the “Create..” link.
- Observe a dialog appears.
- Observe that the focus inappropriately moves to the "Cancel" button.

Actual Results
When the user activates the "What would you like to create?" modal dialog, the focus moves inappropriately to the "cancel" button instead of the first interactive element of the dialog.
As a result, keyboard-only and screen reader users need to navigate through additional content before reaching their desired or previously interacted element.
Expected Results
Ensure that the keyboard focus moves to the first interactive element of the modal dialog content when the modal dialog is displayed on the screen. In this case, the focus should move to the "Plan" radio button when the "What would you like to create?" modal dialog appears on the page.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
