At this time, you can grant either Jira System Administrator permissions or Jira Administrator permissions, but there is no ability to grant groups more granular permissions from these permission groups.

This request is to split out the individual permissions as grantable, without having to have them only grouped as Jira System Administrator or Jira Administrator permissions.
