Issue Summary

Issues sources only shows 3 filters even though the plan issue sources has more than 4 in the filters.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Add 5 new filters via Issue Navigator page.
2. Create a new plan and add 5 filters as the plan issue sources.
   
3. In the plan view, click Filters > Issues sources > All and you only see 3 filters.
   

Expected Results

User should be able to see all five filters added in the plan issue sources.

Actual Results

Only shows 3 filters.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
