Github enterprise custom roles configuration with Jira DVCS.

Jira DVCS integration with Github enterprise requires a github user with admin role to have Webhook installed and running for each repository.

However there can be a requirement where user may not want to give the admin permissions for the repositories. In github enterprise, custom roles can also be assigned to user.
