Issue Summary

Currently, organization webhook status is based on ALL repositories within a particular organization. It does not matter if repositories are LINKED or DELETED. All are being taken into account.

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Link a Github account to DVCS
2. Remove any repositories with "FAILED" webhooks status.
   
3. Only retain repositories with "SECURE" webhook status.
   
4. Go back to the DVCS account main page and the organization account webhook status still shows "FAILED" state.
   

Expected Results

Deleted or unlinked repositories should not be counted for the webhooks status.

Actual Results

Deleted or unlinked repositories is counted for the webhooks status.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
