In the documentation, there is no explicit mention of issues that would be listed in Plan's issue sources are only the unresolved issues.

Suggested Solution

To have the documentation https://confluence.atlassian.com/jiraportfolioserver/issue-sources-967895168.html to explicitly mention what issues would be and would not be listed.
For example:

• All unresolved issues would be listed, however,
• All unresolved issues would not be listed in issue sources.
